The 2013 World Sport Ministers Conference adopts the “Berlin Declaration”

The Federal Ministry of the Interior, in cooperation with UNESCO and with the help of the International Council of Sport Science and Physical Education, was responsible for organizing this meeting.

The Berlin Conference opened by UNESCO Director-General Irina Bokova and Federal Chancellor Angela Merkel was attended by 42 ministers, 28 deputy ministers / state secretaries and 26 heads of supreme sport authorities of other countries, numerous NGOs, IGOs and academics and practitioners.

MINEPS V was one of the biggest UNESCO conferences ever held in Germany and the only UNESO world conference this year.

The conference focused on the following issues: (I) access to sport as a fundamental right for all, (II) promoting public investment in physical education and sport programs, and (III) preserving the integrity of sport.

As a result of the conference the “Berlin Declaration” was adopted unanimously. This document specifically included a comprehensive list of recommendations to improve access of women and girls to sport and to implement the UN Convention on the Rights of Persons with Disabilities. Furthermore the sport ministers called upon international sport federations to adapt the requirements to bid for and host major sport events to include aspects such as transparency, sustainability, benefits for society and participation. Another central issue of the final document of the three-day conference was to improve international co-operation in combating the manipulation of sport competitions.

The Berlin Declaration will be a beacon for future national and international sports policy”, said Federal Minister of the Interior Hans-Peter Friedrich in his capacity as chairman of the conference. He also expressed the hope that MINEPS would send out a strong signal that global challenges in sport should be tackled together.

The “Berlin Declaration”, which is not binding, will be presented to the 37th session of UNESCO’s General Conference in November 2013. During this session, the General Conference will discuss what measures should be taken by Member States to implement the aims set out in the Berlin Declaration.
